Fact Sheets provide an overview of the purpose of a bill. Clause Notes provide an explanation of each clause of a bill in plain English. Taken together, they are similar to the explanatory memoranda (or explanatory notes) issued in other jurisdictions. The Acts Interpretation Act 1931 (Tas) s 8B covers the use of extrinsic materials for statutory interpretation.
Sources of Tasmanian Fact Sheets & Clause Notes
Parliament |
- Coverage: 2008- (linked to bills)
- Select ‘Bills’ in the menu bar, then select ‘Annual list of Bills’, then select the year the bill was introduced. Scroll down to locate the bill.
- From 2011 onwards, click on the bill title to access the information page for the particular bill, which includes links to the fact sheet and clause note if available.
- From 2008-2010, click on ‘view progress’ to access the information page for the particular bill, as described above.
- Alternatively you can search the full text of the bills, clause notes, fact sheets and second reading speeches. Note that bills are available from 2002 onwards, but the extrinsic material is only available from 2008 onwards.

- Use ‘name search’ to search the titles of bills (Fact Sheets are listed under the title of the bill).
- Use ‘database search’ to search the full text of Fact Sheets.

- Click on the ‘bill’ link to access the bill (where available on AustLII).

- Fact Sheets & Clause Notes are linked to the record for both the Act and the bill. Note that the free version of Lawlex only provides access to current bills (a deeper archive is available to subscribers).
- Type in the name of the Act or bill in the ‘keywords’ field and the year in the ‘year from’ field. Set the jurisdiction to ‘TAS’, then click search.
- On the ‘home page’ for the Act or bill, click on the ‘Clause Notes’ link in the ‘related links’ section. Lawlex does not provide a link to Fact Sheets for bills.
