Tasmanian Second Reading Speeches

The Second Reading speech is given by the Minister or Member who is introducing the bill. It outlines the purpose of the bill and is recorded in Hansard. The Second Reading speech may be used for statutory interpretation, see the Acts Interpretation Act 1931 (Tas) s 8B.

The official publication of Hansard in Tasmania began in 1979. Prior to this, Parliamentary debates were published in The Mercury (newspaper).

Sources of Tasmanian Second Reading speeches

Parliament
  • Coverage: 2009- (bill home pages); 1992- (Hansard)
  • For recent bills, there is often a link to the Second Reading speech at the bottom of the bill’s ‘home page’. Click on ‘bills’ in the menu at the top of the screen, then select the relevant year from the list. Click on the bill title (or ‘view bill progress’ 2010 and earlier) to access the bill’s ‘home page’. If there isn’t a link, search Hansard as described below.
  • For older bills, use the Parliament’s publication search. Run a search in the format “Bill Title” AND “second reading” and select ‘Hansard’ instead of ‘Entire Site’ from the drop-down menu. The Second Reading speech is usually the result with the earliest date.
Lawlex
  • Coverage: 1999-
  • Second Reading Speeches are linked to the record for both the Act and the bill. Note that the free version of Lawlex only provides access to current bills (a deeper archive is available to subscribers).
  • Type in the name of the Act or bill in the ‘keywords’ field and the year in the ‘year from’ field. Set the jurisdiction to ‘TAS’, then click search.
  • On the home page for the Act or bill, click on ‘Hansard – 2nd Reading Speech’ in the ‘related links’ section if available.
